Located on Hwy 39 at Old Welcome Road, is a strawberry farm requesting Comprehensive Plan Amendment and land use change that would negatively impact the area. The proposal would allow higher-density residential development on land currently designated for rural/agricultural use.

• Density: The developer is requesting approximately 1 home per acre, with homes relying on wells and septic systems.
• Infrastructure Concerns: Local schools are already near capacity, and increased traffic along SR 39 and Old Welcome Rd is expected.
• Environmental and Rural Character: The development would change the rural landscape, potentially impacting water resources, septic and well capacity, and the overall character of the community.
• Planning Criteria: The property currently does not meet Commercial Location Criteria (CLC), and there are questions about compatibility with county planning guidelines.

This amendment would set a precedent for future development in rural areas. Community input is critical to ensure that any changes to the comprehensive plan and land use align with infrastructure capacity, environmental limits, and the long-term vision of Lithia’s rural communities.
